How will project planning be funded for projects with little or no NEPA completed?
Answer
NEPA and other planning costs need to be funded using traditional mechanisms. Projects with little or no completed NEPA would likely need to be scheduled in out-years to allow the planning time needed before implementation could occur. Proposals need to ensure decisions will be in place for the implementation and/or monitoring to occur in the fiscal year any matching CFLRF is requested.
