Contracting

The procurement unit works closely with program staff across the Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands and provides services including acquisition planning, contracting and purchasing support and management of the government purchase card program. This department fulfills requirements of program personnel while ensuring the procurements we award represent the best value for the American taxpayer and the federal government.

The U.S. Forest Service procurements are guided by the Federal Acquisition Regulation and other U.S. Department of Agriculture and Forest Service rules and regulations. These rules and regulations are different from private contracting practices and are based on public laws instead of the Uniform Commercial Code.

There are three basic types of contracts:  construction, supply and service.

1. Construction contracts

Construction contracts involve construction, altering or repairing (including excavating and painting) buildings, structures or other real property.

2. Supply contracts

Supply contracts furnish commodities, products or equipment. This category includes manufacturing, fabricating or processing raw material into a finished product, and may also include procurement of raw materials.

3. Service contracts

Service contracts engage the time and effort of a contractor whose primary purpose is to perform an identifiable task such as building maintenance.
