Planning
Every national forest and grassland are governed by a land management plan in accordance with the National Forest Management Act (NFMA). These plans guide the management and protection of natural resources on our national forests and grasslands to maintain healthy ecosystems and support sustainable uses.
The NFMA requires the Forest Service to revise its land management plans periodically to remain current with new regulations and policies; respond to changing ecological, social and economic conditions and incorporate the most recent scientific information relevant to the management of resources and uses on public lands.

The current Pike-San Isabel National Forests & Cimarron and Comanche National Grasslands plan was developed under the authority of the 1982 Planning Rule, and the Record of Decision was signed in 1984.
In 2012, the Forest Service adopted a new planning rule, sometimes called the 2012 Planning Rule, which interprets the NFMA and guides the amendment and revision of all land management plans. The regulations describe the required process steps and plan content to maintain or restore Forest Service land and water ecosystems while providing for multiple uses. These regulations can be found in the Code of Federal Regulations 36 CFR 219.
In November 2024, we began working on a plan revision to give the Cimarron and Comanche National Grasslands its own land management plan. You can learn more about this planning effort in our Cimarron and Comanche National Grasslands Plan Revision Hub.
