Effective Sept 11, 2025 - UPDATED - White Sage & Dragon Bravo Fires Temporary Area Closure
Starting Thursday, September 11, 2025, the public will have access to another 96,000 acres of national forest lands on the North Kaibab Ranger District as the Forest Service further reduces the White Sage & Dragon Bravo Fires Temporary Closure. Crews on the Dragon Bravo Fire continue to make significant progress on suppression repair work, enabling the Forest Service to reopen more areas without compromising public safety or fire operations. Approximately 82% of the North Kaibab Ranger District will be open to the public.
Here are some of the more familiar roads and areas. Review the Forest Order for full details.
Areas remaining closed:
- Most of House Rock Valley, Saddle Mountain Wilderness, and lands east of Highway 67 and south of Forest Roads 241 and 213
- The southern portion of Forest Road 220
- The area around the Dragon Bravo Incident Command Post (ICP) west of Highway 67
- Sites that are currently being used as staging areas for material and equipment
- The Orderville gravel pit
- The Forest Road 257/Highway 89A material storage location
- The Forest Road 765M gravel pit
- The snowmobile play area
- DeMotte Campground
- The southern portion of Arizona Trail Passage 40 (from Little Pleasant Valley to the Grand Canyon National Park boundary)
- All or portions of Forest Roads 279A, 636,247, 248, 248A, 249, 249B and 9027, which were heavily impacted by the White Sage Fire.
Open roads, trails, and areas include:
- Forest roads that comprise the closure area boundaries, except a portion of Forest Road 220.
- All national forest lands west of Highway 67, except the ICP and staging areas
- Forest Road 22
- Timp, Locust, and Parissawampitts points, Crazy Jug, Bill Hall
- The Rainbow Rim Trail
- Mason Well
- Telephone Hill
- Big Springs Cabins
- Arizona Trail Passages 40 (north of Little Pleasant Valley), 42, and 43
- Kaibab Lodge and North Rim Country Store Developed Area
- Highway 67 from Jacob Lake to the southern Kaibab National Forest boundary (per ADOT)
- Jacob Lake Developed Area (Jacob Lake Inn, Kaibab Plateau Visitor Center, Jacob Lake campgrounds and picnic area, and Kaibab Camper Village)
Visitors are urged to use caution in the reopened areas. Some hazards such as dead standing trees still exist, and flooding is possible even in areas that were not directly affected by the fire. Some of the area is still being used by crews and equipment.
Although some longer-term closures are likely, as suppression repair operations progress, the Forest Service will continue looking for opportunities to restore public access.

White Sage and Dragon Bravo Fires Temporary Closure for Public Health and Safety
PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a), the following acts are prohibited on the National Forest System (NFS) lands in the North Kaibab Ranger District, Kaibab National Forest, described below and shown on the attached map incorporated into this Order as Exhibit A (the "Described Area, Roads & Trails"):
- Going into or being upon the Described Area. 36 C.F.R. § 261.52(e)
- Being on a Road. 36 C.F.R. § 261.54(e)
- Being on a Trail. 36 C.F.R. § 261.55(a)
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads,
Trails, or Areas Restricted by Regulation or Order), specifically exempting them
from this Order or a written determination by a Forest Service authorized officer
that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2). - Any Federal, State, or Local Officer, or member of an organized rescue or
firefighting force in the performance of an official duty.
DESCRIBED AREA, ROADS, AND TRAILS
The Described Area, roads, and trails are depicted on Exhibit A (Maps 1-4) and consist of the following portions of the National Forest System lands, roads, and trails within the boundary of the North Kaibab Ranger District:
An area bounded by NFSR 818 beginning at Highway 67 west to NFSR 217, NFSR 217 north to FR 217P, FR 217P west to NFSR 282, NFSR 282 south to NFSR 474, NFSR 474 south to FR 474A, FR 474A south to NFSR 212, NFSR 212 east to NFSR 261, NFSR 261 south to FR 261H, FR 261H east to FR D1424, FR D1424 east to FR 9095Y, FR 9095Y east to FR 979, FR 979 east to NFSR 282, NFSR 282 south to NFSR 263P, NFSR 263P east to NFSR 263, NFSR 263 south to NFSR 429, NFSR 429 east to Highway 67, and Highway 67 north to NFSR 818.
An area bounded by a non-motorized foot trail in Little Pleasant Valley beginning at Highway 67 east to NFSR 241, NFSR 241 east to NFSR 213, NFSR 213 north and east to NFSR 220, NFSR 220 south and east to NFSR 8910, NFSR 8910 north to the Forest Boundary, the Forest Boundary east then south then west to Highway 67, and Highway
67 north to the above described non-motorized foot trail in Little Pleasant Valley.
The following roads north of Highway 89A: NFSR 247 from the junction with NFSR 248V to the junction with NFSR 248, NFSR 248 from the junction with NFSR 636 to the forest boundary, NFSR 248A from the junction with NFSR 248AB to the junction with NFSR 248, a southern section of NFSR 249 from the junction with NFSR 247 to the
junction with NFSR 257, a northern section of NFSR 249 from the junction with NFSR 249B to the junction with NFSR 248, NFSR 249B from the southern junction with NFSR 249 to the northern junction with NFSR 249, NFSR 636 in its entirety, NFSR 279A in its entirety, and NFSR 9027 in its entirety.
The following road south of Highway 89A: the portion of NFSR 220 from 284 on the north to NFSR 220P on the south.
The following specific locations being used for wood or equipment staging:
- The Orderville gravel pit wood storage location
- The NFSR 257/Highway 89A wood storage location
- The NFSR 765M gravel pit wood storage location
- The snowmobile play area west of NFSR 270 wood storage location
- DeMotte Campground
The North Rim Country Store developed area is excepted from the Described Area.
OPEN ROADS, TRAILS, AND AREAS
The following roads, trails, and areas are open (see Exhibit A for reference):
Highway 89A (per ADOT)- Highway 67 from Jacob Lake south to the southern Kaibab National Forest boundary (per ADOT)
- Jacob Lake Group Site and the rest of the Jacob Lake Developed Area
- The Kaibab Lodge and North Rim Country Store Developed Areas
- NFSR 241 from the non-motorized foot trail beginning at Highway 67 east to NFSR 213 NFSR 213 from NFSR 241 north and east to NFSR 220
- NFSR 220 from NFSR 213 south to NFSR 284
- NSFR 220 from NFSR 220P east to NFSR 8910
- NFSR 8910 from NFSR 220 north to the Forest Boundary
- NFSR 818 from Highway 67 west to NFSR 217
- NFSR 217 from NFSR 818 north to FR 217P
- NFSR 282 from FR 217P south to NFSR 474
- NFSR 474 from NFSR 282 south to FR 474A
- NFSR 212 from FR474A east to NFSR 261
- NFSR 261 from NFSR 212 south to FR 261H
- NFSR 282 from FR 979 south to NFSR 263P
- NFSR 263P from NFSR 282 east to NFSR 263
- NFSR 263 from NFSR 263P south to NFSR 429
- NFSR 429 from NFSR 263 east to Highway 67
- All other roads, trails, and areas not within the boundary of the Described Area listed above
PURPOSE
The purpose of this Order is to reduce risk of wildfires and protect the public health and safety from exposure to wildland fire and associated hazards, including post-fire hazards in the White Sage and Dragon Bravo fire areas, in the North Kaibab Ranger District due to the White Sage and Dragon Bravo fires.
IMPLEMENTATION
- This Order shall be in effect from September 11th, 2025, at 6:00 am through September 30th, 2025, at 6:00 am, unless rescinded.
- Maps identifying the Described Area are attached and made part of this Order as Exhibit A.
- Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
- A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.

- This Order supersedes any previous Orders prohibiting the same or similar acts in the same Described Area.
