Forest Order 09-13-25-02 General Occupancy and Use Restrictions
Pursuant to 16 U.S.C. § 551 and 36 CFR § 261.50(a), the following acts are prohibited on National Forest System lands, roads, and trails on the Chequamegon-Nicolet National Forest in Ashland, Bayfield, Florence, Forest, Langlade, Oconto, Oneida, Price, Sawyer, Taylor, and Vilas Counties, Wisconsin.

PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 CFR § 261.50(a), the following acts are prohibited on National Forest System lands, roads, and trails on the Chequamegon-Nicolet National Forest in Ashland, Bayfield, Florence, Forest, Langlade, Oconto, Oneida, Price, Sawyer, Taylor, and Vilas Counties, Wisconsin.
Occupancy and Use
- Camping at a developed recreation site for longer than 14 consecutive days, unless otherwise posted is prohibited. After 14 days, the site must be vacated, and the party must leave the campground for at least 24 hours. 36 CFR 261.58(a)
- Dispersed camping in the same location for more than 21 days in a 28-day period is prohibited. Occupancy of other Chequamegon-Nicolet National Forest lands within the 28-day period must be at least one road mile from the previous campsite. 36 CFR 261.58(a)
- Dispersed camping within one quarter mile of a developed recreation site is prohibited. 36 CFR 261.58(e)
- Camping at Chequamegon-Nicolet National Forest office or guard station grounds or parking lots, as shown in the maps attached as Exhibit A, is prohibited. 36 CFR 261.58(e)
- Entering or using a developed recreation site or portion thereof when posted closed is prohibited. 36 CFR 261.58(b)
- Entering or remaining in a campground between 10 PM and 6 AM except for persons who are camping or visiting a person camping in that area, is prohibited. 36 CFR 261.58(u)
- Using a standard developed campsite by more than eight (8) users or a double developed campsite by more than sixteen (16) unless otherwise posted is prohibited. 36 CFR 261.58(f)8. Being publicly nude is prohibited. 36 CFR 261.58(j)
- Parking or leaving a vehicle outside a parking space assigned to one's own camp unit is prohibited unless parked in provided overflow parking. 36 CFR 261.58(h)
- Possessing or operating a motorboat in violation of U.S. Coast Guard regulations, Wisconsin state law, or Wisconsin Department of Natural Resources regulations is prohibited. 36 CFR 261.58(n)
- Storing or leaving a boat, raft, canoe or other watercraft, not associated with a current recreational occupancy or use, is prohibited. 36 CFR 261.58(p)
- Launching or retrieving a boat, with a trailer, except at a designated boat launching ramp or facility is prohibited. 36 CFR 261.58(r)
- Using a generator in a developed recreation site while not present at the campsite or operating between the hours of 10 PM and 6 AM is prohibited. 36 CFR 261.58(d)
Special Closures or Restrictions
- Placing and leaving a camera unattended on National Forest System lands is prohibited unless it is at least 150 yards away from a developed recreation site, dispersed campsite, National Forest System trail, or administrative site and is permanently and legibly marked with the name and address or Wisconsin Department of Natural Resources customer identification number of the operator in a manner that is clearly visible on the outside of the camera, and placement, use or installation of the camera does not damage vegetation or other Forest Service property. 36 CFR 261.53(f)
National Forest System Roads
- Using a road for commercial hauling without a permit or other written authorization is prohibited. 36 CFR 261.54(c)
National Forest System Trails
- Using a bicycle, horse, or other pack or saddle animal, on National Forest System trails when posted closed is prohibited. 36 CFR 261.55(a)
- Hiking, snowshoeing, possessing a wheeled vehicle, bicycle, and/or device, or possessing a dog on a groomed or packed cross-country ski trail is prohibited unless otherwise posted. 36 CFR 261.55(c)
EXEMPTIONS
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this Order:
- Persons with a written Forest Service authorization specifically exempting them from prohibited act(s) of this Order.
- Any Federal, State, or Local Officer, or member of an organized rescue or firefighting
resource in the performance of an official duty.
RESTRICTED AREA
The Restricted Area includes all National Forest System lands, roads, and trails on the Chequamegon-Nicolet National Forest in Ashland, Bayfield, Florence, Forest, Langlade, Oconto, Oneida, Price, Sawyer, Taylor, and Vilas Counties, Wisconsin.
PURPOSE
The purpose of this Order is to establish reasonable rules of public conduct, provide for protection of property, roads, and trails, and provide for public health and safety on National Forest System lands, roads, and trails within the Chequamegon-Nicolet National Forest.
IMPLEMENTATION
- These prohibitions are in addition to the general prohibitions set forth in 36 CFR 261,Subpart A. This order will be reviewed every five years to determine if the regulations are still applicable for proper management of the area described. The prohibitions will bein effect from the date of this order until specifically withdrawn by termination order of the Forest Supervisor.
- Maps showing Chequamegon-Nicolet National Forest office and guard station grounds and parking lots are attached and made part of this Order as Exhibit A.
- Any violation of this prohibition is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six (6) months, or both (see 16 U.S.C. § 551, 18 U.S.C. § 3571(b)(6), 18U.S.C. § 3581 (b)(7)).
