Forest Order 09-19-17-09 Allegheny (Kinzua) Reservoir
At the Allegheny (Kinzua) Reservoir:
- Camping is prohibited on the shores and within 1500 feet inland from the tree line around the reservoir.
- Camping is prohibited within 1500 feet on either side of the center line of the Allegheny Reservoir Scenic Drive, including Longhouse Scenic Drive and portions of State Routes 59, 346, and 321, and the main access roads into Jakes Rocks Trails and Overlook and Rimrock Recreation Area.
- It is prohibited to go into or be upon the shoreline and area near the Riverview-Corydon Cemetery, Elk Township, Warren County, Pennsylvania for the protections of objects and area of historical interest.
Campgrounds on National Forest land in the area where overnight camping is permitted include: Willow Bay, Dewdrop, Red Bridge, Kiasutha, Morrison, Pine Grove, Hopewell, Handsome Lake, and Hooks Brook.

Forest Order
Under the authority of the Act of Congress dated June 4, 1897, as amended (16 USC 551) and the Secretary of Agriculture's regulation 36 CFR 261.50 (a) and (b), the following acts are prohibited on the Allegheny National Forest, Allegheny Reservoir Shoreline, located within Warren and McKean Counties, Commonwealth of Pennsylvania:
- Camping is prohibited on the shores and within 1500 feet inland from the tree line around the Allegheny Reservoir. SEE EXHIBIT [36 CFR 261.58(e)]
- Camping is prohibited within 1500 feet on either side of the center line of the Allegheny Reservoir Scenic Drive (includes Longhouse Scenic Drive and portions of State Routes 59, 346, and 321) and the main access roads into Jakes Rocks and Rimrock Recreation Area. SEE EXHIBIT [36 CFR 261.58(e)]

THIS RESTRICITION IS NECESSARY TO PROTECT PUBLIC HEALTH AND SAFETY. THEY ARE IN ADDITION TO THE GENERAL PROHIBITIONS SET FORTH IN 36 CFR PART 261. THE PROHIBITIONS WILL BE IN EFFECT FROM THE DATE OF THIS ORDER UNTIL SPECIFICALLY WITHDRAWN BY TERMINATION ORDER OF THE FOREST SUPERVISOR.
Pursuant to 36 CFR 261.50(e), the following persons are exempt from this order:
- Persons with a permit specifically authorizing the otherwise prohibited act or omission.
- Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
- Persons camping at designated campgrounds operated by the US Army Corps of Engineers or the Forest Service or one of its contractors.
Violation of any of these prohibitions is punishable by a fine of not more than $5000 or imprisonment for not more than six (6) months, or both, under authority of Title 16 USC 551, Title 18 USC 3559 and 3571.
Justification for Order
The puprose of this order is to minimize impacts along the shores of the Allegheny Reservoir and specifically within the Corydon Riverview Heritage area. It is also intended to provide for a natural touring experience on the National Scenic Byway and to limit off-road motor vehicle use throughout a popular and heavily-used area.
This order is an updated and revised edition stemming from a previously existing and in effect order from 2008.
This update is to ensure that consistent and accurate information is being portrayed to the public and also to reflect the recent change in Forest leadership staffing.
Enforcement Plan
This order will be enforced by law enforcement officers as well as forest protection officers. The primary method of enforcement will be through regular patrols via boat or foot. All policies regarding the use of vessels shall be strictly adhered to. These patrols may or may not include other law enforcement agencies.
