Forest Road 23N60 Reconstruction Closure Order
Approximately 3 miles of Forest Road 23N60 on the Feather River Ranger District of the Plumas National Forest will be closed starting Monday for reconstruction.
The road is closed between Forest Roads 23N15 and 23N60F, near Little North Fork Trailhead and Campground on the east side and Skyhigh Trailhead on the west side of the closure, northwest of Glazer Ridge.
Contractors are scheduled to be in the area to start work Monday, September 29 and work is expected to continue for several weeks. The closure order is through Friday, November 28, but may be adjusted if work is completed sooner or if there are weather delays.
During the road reconstruction, the section will be impassable for both vehicle and foot traffic, with dangerous conditions. The closed section of road will be signed on both ends. Area residents and visitors are asked to stay out of the area for public, contractor and employee safety.
The area was affected by the 2020 North Complex Fire. The road reconstruction is part of ongoing post-fire recovery work on roads, trails and recreation sites in the area.
The work being done to reconstruct Forest Road 23N60 in the coming weeks will improve public safety and access to recreation facilities and trails.

Road Reconstruction Closure Order
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(b), and to provide for public safety, the following acts are prohibited within the Feather River Ranger District of the Plumas National Forest. This Order is effective from September 29, 2025, through November 28, 2025.
- Being on the National Forest System road listed below and shown on Exhibit A (map). 36 C.F.R. § 261.54(e).
- Forest Road No. 23N60, from its intersection with Forest Road No. 23N15 west to its intersection with 23N60F.
- Use by any type of traffic of the National Forest System Road listed below and shown on Exhibit A (map). 36 C.F.R. § 261.54(b).
- Forest Road No. 23N60, from its intersection with Forest Road No. 23N15 west to its intersection with 23N60F.
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Any Federal, State, or local officer, or member of an organized rescue or fire-fighting force in the performance of an official duty.
This prohibition is in addition to the general prohibitions contained in 36 C.F.R. Part 261, Subpart A.
A violation of this prohibition is punishable by a fine of not more than $5,000 for an individual or
$10,000 for an organization, or imprisonment for not more than 6 months, or both. 16 U.S.C. § 551 and 18 U.S.C. §§ 3559, 3571, and 3581.
