Wilderness Areas - Occupancy and Use
PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (a) and (b), the following are prohibited on all NFS lands and trails within Hemingway-Boulders Wilderness Area and Cecil D. Andrus-White Clouds Wilderness Area, shown on the attached map incorporated into this Order as Exhibit A (“Described Area”):
- Entering or being in the Described Area with more than 12 people per group. 36 C.F.R. § 261.58(f).
- Building, maintaining, attending, or using a campfire above 8800 feet in elevation, except within 200 yards of Walker and Island Lakes, Upper and Lower Chamberlain Lakes, and Boorn Lakes, as shown on Exhibit B. 36 C.F.R. § 261.52(a)
- Possessing more than 14 head of horses, mules, donkeys, burros, llamas. 36 C.F.R. § 261.58(s)
- Possessing horses, mules, donkeys, and burros in the following drainages: Slickenslide Creek above Quiet Lake, Boulder Chain Lakes Creek above Lodgepole Lake, Gunsight Creek, Bighorn Creek, and Big Boulder Lakes, excluding Walker and Island Lakes, as shown on Exhibit C. 36 C.F.R. § 261.58(s)
- Hitching, tethering, or hobbling horses, mules, donkeys, burros, llamas, or goats within 200 feet of any lake, stream, or springs, except at agency provided tie-ups, or to live trees for more than one hour. 36 C.F.R. § 261.58(aa)
- Grazing horses, mules, donkeys, burros, llamas, and goats within 200 feet of any lake, stream, or spring, except at agency-provided tie-ups. 36 C.F.R. § 261.57(e)
- Possessing more than three pack goats per person, or more than nine pack goats per group, or a pack goat without a lead attached to its collar or halter. 36 C.F.R. § 261.58(s)
- Tethering a pack goat more than 30 feet from humans at night. 36 C.F.R. § 261.58(aa)
- Possessing a pack goat within the Pack Goat Exclusion Area, shown on Exhibit D, or within 100 yards of an area occupied by bighorn sheep. 36 C.F.R. § 261.58(s)
- Camping in violation of posted signs. 36 C.F.R. § 261.58(e).
- Shortcutting a switchback in a trail. 36 C.F.R. § 261.55(e).
- Depositing any human waste within 200 feet of springs, lakes, streams, or campsites, or failing to bury human waste outside those areas. 36 C.F.R. § 261.57(g).
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with a Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
- Any Federal, State, or Local Officer, or member of an organized rescue or firefighting force in the performance of an official duty.
- Forest Service administrative personnel in the performance of an official duty.
PURPOSE
The purpose of this Order is to protect natural resources and wilderness character.
IMPLEMENTATION
- This Order shall be in effect from February 15, 2025, at 12:01 a.m. through February 15, 2030 at 11:59 p.m., unless rescinded.

- Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
- A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. §§ 3559, 3571, and 3581.
