PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following is prohibited on the National Forest System (NFS) lands in the Red Rock Ranger District, Coconino National Forest, described below and shown on the attached map incorporated into this Order as Exhibit A (the “Described Area”):
- Igniting, building, maintaining, or using a fire, including charcoal and briquettes, outside a fire structure (a permanent metal or concrete structure, which is specifically designed for the purpose of containing a campfire or cooking fire that has been installed and maintained by the Forest Service). 36 C.F.R. § 261.52(a).
- Camping. 36 C.F.R. § 261.58(e).
EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order or a written determination by a Forest Service authorized officer that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
- Any Federal, State, or Local Officer, or member of an organized rescue or firefighting resource in the performance of an official duty.
- Persons within the developed campgrounds identified in Exhibit A (Pine Flat Campground, Cave Springs Campground, Manzanita Campground, and Chavez Group Campground).
- Persons using a stove or grill that is solely fueled by pressurized liquid petroleum fuels.
DESCRIBED AREA
As depicted on the map in Exhibit A, the Described Area includes all NFS lands within the boundary starting south of Sedona, AZ, at the intersection of Arizona State Route (SR) 179 and Interstate 17 in Township 15N, Range 6E, Section 17, thence, northwesterly, becoming northeasterly along a line parallel and 500 feet east of SR 179 to the junction of the geographic feature known as Dry Beaver Creek (34°44'6.6"N, 111°46'25.9"W) in Township 16N, Range 5E, Section 36, thence, northeasterly along Dry Beaver Creek to the junction of the Munds Mountain (MM) Wilderness Boundary in Township 16N, Range 6E, Section 29, thence along the MM Wilderness boundary to the junction of a line parallel and 500 feet east of the Courthouse Loop Trail (Trail #135) in Township 16N, Range 6E, Section 7, thence continuing along a line parallel and 500 feet east of the Courthouse Loop Trail to the junction of the MM Wilderness boundary in Township 17N, Range 6E, Section 32, thence following the MM Wilderness boundary in a generally northerly direction to the junction of a line parallel and 500 feet east of the Margs Trail (Trail #163) in Township 17N, Range 6E, Section 20, thence, northerly along a line parallel and 500 feet east of the Margs Trail to the junction of the MM Wilderness boundary in Township 17N, Range 6E, Section 8, thence easterly along the MM Wilderness boundary to the junction with the Schnebly Hill Trail (Trail #219), thence northwesterly along the Schnebly Hill Trail to the junction of a line parallel and 100 feet east of Schnebly Hill Road (NFS Road (FR) # 153) (34°52'56.6"N; 111°42'38.2"W), thence following a line parallel and 100 feet east of Schnebly Hill Road, continuing beyond Schnebly Hill Vista, to the junction of FR 153A (34°53'22.8"N; 111°42'8.1"W), thence continuing due north to the junction of the Casner Canyon Trail (Trail #11) (34°53'50.6"N; 111°42'8.4"W), thence westerly along the Casner Canyon Trail to the intersection with the 5,500 foot elevation contour (34°53'42.9"N; 111°42'37.0"W), thence following the 5,500 foot elevation contour westerly becoming northerly around the geographic feature known as Indian Point, continuing along the 5,500 foot elevation contour, and encompassing the geographic feature known as Munds Canyon, thence continuing westerly along the 5,500 foot elevation contour on northern slope of Munds Canyon to the junction of the Thompson Ladder Trail (Trail #14) (34°55'02.1"N; 111°43'1.0"W), thence continuing due west to the junction of a line parallel and 800 feet east of SR 89A (34°55'2.0”N; 111°43'39.4"W), thence northerly along a line parallel and 800 feet east of SR 89A to the junction of the Oak Creek Vista (FR 989D) in Township 19N, Range 6E, Section 14, thence returning southbound along a line parallel and 800 feet west of SR 89A to the Red Rock Secret Mountain (RRSM) Wilderness boundary (35°1'53.0"N; 111°44'35.8"W), thence following the RRSM Wilderness boundary southerly to the junction of a line parallel and 1,000 feet north of the geographic feature known as the West Fork of Oak Creek in Township 19N, Range 6E, Section 34, thence continuing generally northwest along a line parallel and 1,000 feet northwest of the West Fork of Oak Creek for 6.2 miles to coordinate (35°1'7.7"N; 111°46'53.5"W), thence continuing southeast along a line parallel and 1,000 feet from the West Fork of Oak Creek to the junction of the RRSM Wilderness boundary in Township 19N, Range 6E, Section 34, thence following the RRSM Wilderness boundary southerly along Oak Creek Canyon, then following generally westerly along the RRSM Wilderness boundary, north of the City of Sedona, to the junction of the Mooney Trail (Trail #12) (34°56'26.9"N; 111°56'54.2"W), thence southerly along the Mooney Trail to the junction of FR 9551 (Outlaw OHV Trail), thence easterly to the junction of FR 525 (Loy Butte Road), thence southerly along FR 525 to the junction of FR 152C (Boynton Canyon Road), thence easterly along FR 152C to the junction of FR 152A (Diamondback Gulch OHV Trail), thence southerly along FR 152A to the junction of FR 9513, thence easterly along FR 9513 to the junction of the Outer Limits Trail (Trail #1012), thence southeasterly along the Outer Limits Trail to coordinate (34°50'56.7"N, 111°50'57.8"W), thence due south to the junction of FR 216 (Red Rock Loop Road) and SR 89A, thence southerly along FR 216 to the junction of the Elmerville Spur R Trail (Trail #115R), thence southerly along the Elmerville Spur R Trail to the junction of Oak Creek in Township 17N, Range 5E, Section 32, thence easterly along Oak Creek to the junction of Turkey Creek in Township 17N, Range 5E, Section 32, thence easterly along Turkey Creek to the junction with the southeast corner of Section 9 in Township 16N, Range 5E (34°47'24.5"N, 111°48'56.8"W), thence due southeast, intersecting the southeastern corners of Sections 15 and 23 in Township 16N, Range 5E, to the junction of a line parallel and 500 feet west of SR 179, in Township 6N, Range 5E, Section 25, thence, southerly, to the junction of a line parallel and 300 feet west of FR 9204F in Township 15N, Range 5E, Section 12, thence, southerly along a line parallel and 300 feet west of FR 9204F to the junction of a line parallel and 500 feet west of SR 179, in Township 15N, Range 5E, Section 12, thence southeasterly along a line parallel and 500 feet west of SR 179, back to the point of beginning at the junction of Interstate 17 in Township 15N, Range 6E, Section 17.
PURPOSE
The purpose of this Order is to protect natural and cultural resources, protect wildlife habitat, preserve soil and watershed integrity, prevent wildfires, and protect public health and safety.
IMPLEMENTATION
- This Order shall be in effect from January 24, 2023 at 8:00p.m., through January24th, 2033 at 8:00AM, unless rescinded.

- Unless otherwise expressly defined in this Order, the terms used in this Order are defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II, Parts 200-299. If there are terms in this Order that are not expressly defined in the Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined by their plain language definitions.
- A violation of the above prohibitions is punishable as a Class B misdemeanor by a fine of not more than $5,000 for individuals and $10,000 for organizations, or by imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C. Order Number: # 03-04-06-23-03 §§ 3559, 3571, and 3581.
