Revision process timeline

  • Pre-assessment (October 2023-October 2024)

    • Internal preparation to initiate Land Management Plan revision
    • External engagement strategy
    • Begin outreach to stakeholders, Tribes and governments
  • Assessment (November 2024-September 2025)

    • Evaluate relevant information on existing conditions, roles and contributions and trends
    • Complete all modeling, inventories and mapping efforts
    • Provide engagement opportunities on assessment topics of interest
    • Release draft assessment for public review
  • Plan development (October 2025-August 2026)

    • Need for Change and Notice of Intent to initiate the plan development phase and Environmental Impact Statement
    • Establish desired conditions and other plan components for all resources
    • Map all proposed land allocations, such as geographic areas, management areas, designated areas, desired recreation opportunity spectrum settings and scenic integrity objectives with engagement opportunities
    • Develop a proposed plan monitoring program with public and Tribal engagement
    • Develop plan proposal with external engagement opportunities
  • Develop draft Environmental Impact Statement and draft Land Management Plan (October 2025-March 2026)

    • Review public comments received to date
    • Develop alternatives
    • Develop the Environmental Impact Statement and analyze the effects on resources of each of the alternatives
    • Develop Biological Assessment based on the proposed action
    • Release the draft Environmental Impact Statement and draft plan for public comment
  • Develop final Environmental Impact Statement and draft Record of Decision (March 2026-August 2026)

    • Analyze and respond to public comments from the draft Environmental Impact Statement and draft plan
    • Select a preferred alternative
    • Submit Biological Assessment to the U.S. Fish and Wildlife Service for review and to initiate consultation
    • Release final Environmental Impact Statement, final plan and draft Record of Decision
    • Publish Notice of Opportunity to Object
  • Objection process and final Record of Decision (August 2026-November 2026)

    • Objection period, review of objections from the public and resolution meetings
    • Release final plan, final Record of Decision and final Environmental Impact Statement post-objection resolution with publication of Notice of Plan Approval
    • Begin plan implementation and monitoring
    • Review monitoring results with the public
