Plan Revision Timeline
Black Hills National Forest Land Management Plan Revision Hub
1. Assessment (fall 2021 - fall 2023)
- Evaluate relevant data and information on existing conditions, roles, contributions, and trends.
- Release Draft Assessments for public comment (summer 2022)
- Release Revised Assessments (fall 2023)
2. Transition from Assessment to Plan Development (winter 2023 - spring 2025)
- Transition to Mountain Planning Service Group team.
- Start natural range of variation modeling; wild and scenic river eligibility; species of conservation concern process; recreation opportunity spectrum and scenery management systems mapping; timber suitability and modeling; and wilderness inventory and evaluation.
- Collect, analyze, and integrate lidar vegetation data into modeling.
- Continue work on non-assessment but pre-planning processes and products (e.g. wilderness evaluation, preliminary description of natural range of variation, preliminary description of Recreation Opportunity Spectrum, and more).
3. Plan Development and Scoping (summer 2025 - fall 2025)
- Scope a Proposed Action (summer 2025).
- Continue working on timber suitability and monitoring.
- Collaboratively develop desired conditions and other plan components for all resources.
- Map proposed land allocations, such as geographic areas, management areas, designated areas, desired recreation opportunity spectrum settings and scenic integrity objectives.
- Identify suitability across the landscape.
- Develop a proposed plan monitoring program.
4. Develop Draft Environmental Impact Statement and Draft Forest Plan (fall 2025 - fall 2026)
- Review public comments from scoping.
- Develop alternatives
- Analyze the effects on resources of each of the alternatives through development of an environmental impact statement.
- Release the Draft Environmental Impact Statement (fall 2026)
5. Develop Final Environmental Impact Statement and Draft Record of Decision (winter 2026 - fall 2027)
- Analyze and respond to public comments from the Draft Environmental Impact Statement.
- Select a preferred alternative.
- Develop biological assessment on the selected alternative and consult with U.S. Fish and Wildlife Service.
- Release Final Environmental Impact Statement and Draft Record of Decision (fall 2027)
6. Objection Process and Final Record of Decision (winter 2027)
- Objection period, review of objections, and resolution meetings
- Release final record of decision and revised plan (summer 2027)
- Begin plan implementation and monitoring.
