  • Stillwater Pass Road (NFSR 123) Closure

    The southeastern portion of Stillwater Pass Road (NFSR 123) on the Sulphur Ranger District is closed as a through route while crews replace culverts in areas that have experienced road damage from the East Troublesome Fire. The closure runs west from the Idleglen Staging Area to the junction with Bull Mountain Trail (117) and is in effect from June 15 – August 18th.  Access to the western portion of Stillwater pass remains open from Colo. Highway 125. 

    This work is a continuation of post-fire recovery work and is being done in partnership with Northern Water to reduce sediment loading in Lake Granby, and to repair damaged stream crossings on the Stillwater Pass Road.  The construction will be completed in late August for the start of the fall hunting season.

Forest Order

PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50 (b), the following are prohibited on
the National Forest System (NFS) Roads and Trails in the Sulphur Ranger District,
Arapaho and Roosevelt National Forest and Pawnee National Grassland, described
below and shown on the attached map incorporated into this Order as Exhibit A (the
“Described Roads and Trails”):
1. Using any motor vehicle on the Described Roads. 36 C.F.R. § 261.54(a).
2. Using any motor vehicle on the Described Trails. 36 C.F.R. § 261.55(b).
 

EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
1. Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads,
Trails, or Areas Restricted by Regulation or Order), specifically exempting them
from this Order or a written determination by a Forest Service authorized officer
that a permit is not required under 36 C.F.R. § 251.50(e)(1) or (2).
2. Any Federal, State, or Local Officer, or member of an organized rescue or
firefighting resource in the performance of an official duty.
3. Any Northern Water employees, contractors, and subcontractors implementing or
supporting the Stillwater Creek Channel Resiliency Project in the course of their
official work or duties.
 

DESCRIBED ROADS and TRAILS
The Described Roads and Trails are located on NFS lands in the vicinity of Grand Lake,
Colorado, in Sections 3, 9, 10, 15, 16, and 17, Township 3 North, Range 76 West, 6th
Principal Meridian.
The Described Roads include the following NFS Roads (NFSRs) or portions of NFSRs:
1. NFSR 123, from gate at the west edge of the staging area/parking area at the
Idleglen Trailhead in Section 15, Township 3 North, Range 76 West, 6th Principal
Meridian, west about 2.4 miles, to the junction of NFSR 123 and NFST 117.
2. NFSR 835.1, for its entire length, about 250 feet.
3. NFSR 835.2, for its entire length, about 0.3 miles.
4. NFSR 835.2A, for its entire length, about 0.2 miles.
5. NFSR 835.2B, for its entire length, about 0.1 miles.
6. NFSR 835.2C, for its entire length, about 0.2 miles.
7. NFSR 835.3, for its entire length, about 0.3 miles.
8. NFSR 835.3A, for its entire length, about 0.7 miles.
9. NFSR 835.4, for its entire length, about 0.25 miles.
The Described Trails include the following NFS Trails (NFSTs):
1. NFST 120, from its junction with NFSR 123 at the Idleglen Trailhead, north
approximately 2 miles, to its intersection with NFSR 120.Y.
2. NFST 125, from its junction with NFST 120 just north of the Idleglen Trailhead,
west about 3.4 miles, to its junction with NFSR 123.
 

PURPOSE
The purpose of this Order is to protect public health and safety during implementation of
the Stillwater Creek Channel Resiliency Project.
 

IMPLEMENTATION
1. This Order shall be in effect from July 17th, 2025, at 12:00 P.M. through August
18th, 2025, at 11:59 P.M., unless rescinded.
2. A map identifying the Described Roads and Trails is attached and made part of
this Order as Exhibit A. For a digital version of this Order and Exhibit A, go to

3. Unless otherwise expressly defined in this Order, the terms used in this Order are
defined by the regulations of the Secretary of Agriculture, 36 C.F.R. Chapter II,
Parts 200-299. If there are terms in this Order that are not expressly defined in the
Order or 36 C.F.R. Chapter II, Parts 200-299, their meaning shall be determined
by their plain language definitions.
4. A violation of the above prohibitions is punishable as a Class B misdemeanor by
a fine of not more than $5,000 for individuals and $10,000 for organizations, or by

imprisonment for not more than six months, or both. 16 U.S.C. § 551; 18 U.S.C.
§§ 3559, 3571, and 3581.

more information about this Order.
6. This Order supersedes any previous Orders prohibiting the same or similar acts
on the same Described Roads and Trails.
