Northwest Forest Plan & Amendment

Unique role of Tribes in planning

A woman harvests long grassy plantAmerican Indian tribes have a unique and important role in amending the Northwest Forest Plan. During this amendment process, the Forest Service seeks to fulfill its federal trust responsibility, include Indigenous Knowledge, and honor treaty and protected tribal rights. 

Both the Executive Order 13175 and 2012 Planning Rule address consultation and coordination with Tribal Governments while providing direction on government-to-government consultation, increased and meaningful tribal inclusion, and co-stewardship in cooperative land management. There are common goals of balancing species protection with sustainable use while providing economic benefit and stewarding land held in trust.   

We are soliciting feedback from tribes through webinars, in-person tribal roundtables, and ongoing opportunities for consultation and staff-to-staff meetings. Tribal interests are also represented in the Federal Advisory Committee as they develop recommendations. 

 

We invite tribes to ask questions and share feedback and concerns with us often and on a continuous basis.

Strengthening Tribal Relations

The Northwest Forest Plan Synthesis of Science to Inform Land Management within the Northwest Forest Plan Area:  Volume 3, Chapter 11, includes a review of the relationship of tribes and the Forest Service. 

Interagency Regional Monitoring of the Tribal Program has resulted in 5-Year Monitoring Reports at the 10, 15, 20, and 25-year marks.   

The Supplemental Bioregional Assessment (2021), Chapter 2, pages 65-70, reviews current tribal engagement efforts and highlights areas of improvement.
