Human Resource Specialist

The Human Resource Specialist (HRSP) is a member of the Incident Management Team’s Command and General Staff. They are utilized when 300 or more people are assigned to the incident (FSM 5136.03 policy) or when the Incident Commander or Agency Administrator determines an HRSP is necessary.

Mission Statement:

  • Provide a point of contact for Incident personnel to discuss human resource and civil rights concerns.
  • Achieve our mission through education, mitigation and intervention at all organizational levels, to resolve issues at the lowest level possible.

Human Resource Specialists monitor activities at an Incident for compliance with Civil Rights and Human Resource policies and advise Incident Management/supervisors when inappropriate practices occur. They assist in the resolution of issues and concerns informally, quickly and legally at the lowest possible level. Below is a list of documents pertaining to HRSP's working in Region 5.
