Emigrant Fire Closure Order
Pursuant to 16 USC 551 and 36 CFR § 261.50 (a) and (b), and to provide for public safety, the following acts are prohibited in the areas described in this Order on National Forest System lands within the administrative boundaries of the Willamette National Forest. This Order supersedes Forest Order #06-18-10-25-13, which was signed on August 27, 2025, and is effective September 4, 2025, through November 26, 2025, unless rescinded sooner.

PROHIBITIONS:

CLOSURE DESCRIPTION:
The closure applies to the NFS areas, roads, trails and trailheads described below. The closure area is depicted on the attached map, which is incorporated into this Order as “Exhibit A”. All areas, roads, trails, campgrounds, and recreation sites in this closure area, as well as sites in the Timpanogas Lake area are closed. All roads forming the boundary of the closure are included in the closure. Recreation sites, trails and campgrounds closed by this Order are depicted in “Exhibit B”.
The closure area boundary starts at the junction of Forest Service (FS) Road 23 and FS Road 2149 in Township 23 S, Range 5 E, Section 28. The boundary follows FS Road 2149 east-southeast to its junction with FS Road 2160 in Township 24 S, Range 5 E, Section 10. The boundary proceeds east-southeast on FS Road 2160 to its junction with FS Road 2160 380 then continues east on FS Road 2160 380 to the Willamette National Forest boundary in Township 24 S, Range 5 ½ E, Section 29. The closure boundary then follows the Willamette National Forest boundary south-southeast to its junction with FS Road 2154 in Township 25 S, Range 5 ½ E, Section 4. The boundary proceeds southeast then southwest on FS Road 2154 to its junction with the Willamette National Forest boundary in Township 25 S, Range 5 E, Section 13. The closure boundary then follows the Willamette National Forest boundary southwest then northwest to its junction with FS Road 5850 in Township 23 S, Range 2 E, Section 36. The closure boundary then follows FS Road 5850 east to its junction with FS Road 2127 then continues east on FS Road 2127 to its junction with FS Road 21. The boundary then follows FS Road 21 south then east-northeast to its junction with FS Road 23 in Township 24 S, Range 4 E, Section 11. The boundary then follows FS Road 23 east-northeast to its junction with FS Road 2149 completing the closure area boundary.
Additionally:
- Outside of the closure area boundary, the segment of FS Road 23 from its junction with FS Road 2149 north to its junction with FS Road 2300 502 in Township 23 S, Range 5 E, Section 15 is closed.
- Outside of the closure boundary the recreation sites listed in “Exhibit B” are closed.

Inaccessible trailheads due to the Emigrant Fire closure:
- Blue Lake Trailhead
- Corrigan Lake Trailhead
- Diamond Peak Trailhead (north and south)
- Pioneer Gulch Trailhead
- Rockpile Lake Trailhead
- Vivian Lake Trailhead
Diamond Peak Wilderness can be accessed via Salt Creek Falls Day Use Area on the Willamette National Forest or from a Deschutes National Forest trailhead on the eastern side of Diamon Peak Wilderness.
EXEMPTIONS:
Pursuant to 36 CFR § 261.50 (e), the following persons are exempt from this Order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order) specifically exempting them for this Order;
- Any Federal, State, or Local Officer, or member of organized rescue or fire fighting force in the performance of an official duty.
These prohibitions are in addition to the general prohibitions in 36 CFR Part 261, Subpart A.
Violations of these prohibitions are punishable by a fine of not more than $5,000.00 for an individual or $10,000.00 for a corporation or imprisonment for not more than six months or both. 16 USC § 551; 18 U.S.C. §§ 3551, 3571, and 3581.
