Occupancy and Use of Wild and Scenic Snake River Wallowa-Whitman National Forest
Prohibitions on all National Forest System Lands with in the Wallowa-Whitman National Forest, in the State of Oregon and Idaho within a 1/4 mile of the Snake River Between Hells Canyon Dam, river mile 247.5, down stream to the Oregon-Washington boarder at river mile 176.0.

Forest Order
Pursuant to 36 CFR, Sec. 261.50(a), the following acts are prohibited on all National Forest System Lands within the Wallowa-Whitman National Forest, in the State of Oregon and Idaho within a ¼ mile of the Snake River between Hells Canyon Dam, river mile 247.5, downstream to the Oregon-Washington border at river mile 176.0. This Order is effective from 06/11/2025 to 06/10/2027.
PROHIBITIONS:
- Entering or being in a body of water in violation of the limitations specified by the order. (36 CFR 261.58(k))
- Possessing or operating a motorboat in violation of the limitations specified by the order. (36 CFR 261.58(n))
- Water skiing. (36 CFR 261.58(o))
- Entering or being on lands or waters within the boundaries of the Snake River component of the National Wild and Scenic Rivers system with a watercraft in the Hells Canyon National Recreation Area from Hells Canyon Dam, river mile 247.5, downstream to the north Scenic River Boundary located at river mile 180.2. (36 CFR 261.58(z))
- Entering or being in the waters of the Snake River with watercraft in the Hells Canyon National Recreation Area from river mile 180.2, downstream to Cache Creek Ranch permit station at river mile 177. (36 CFR 261.58(k))
Prohibitions 1 and 2 of this Order prohibit the operation or possession of a motorboat or non- motorized boat or raft in violation of Oregon and Idaho State law as specified below:
Oregon
- Attempting to elude any law enforcement officer violations as prohibited in Oregon Revised Statutes (ORS) 830.035(2)
- Mandatory Boating Education and Age Requirements violations as prohibited in ORS 830.082 through 830.096.
- Equipment Requirements violations as prohibited in ORS 830.210 through 830.270.
- Boating Operations violations as prohibited in Oregon Revised Statutes, 830.300 through 830.385.
- Aquatic Invasive Species Prevention violations as prohibited in ORS 830.560 through 830.591.
- Numbering, Titles, and Licenses violations as prohibited in ORS 830.560 through 830.591.
Idaho
- Certificate of Registration violations as prohibited in Idaho Code (I.C.) § 67-7008.
- Safety Equipment violations as prohibited in I.C. 67-7015.
- Grossly Negligent Operation violations as prohibited in I.C. § 67-7016.
- Negligent Operation violations as prohibited in I.C. § 67-7017.
- Speed violations as prohibited in I.C. § 67-7019.
- Incapacity of Operator violations as prohibited in I.C. § 67-7020.
- Overloading violations as prohibited in I.C. § 67-7022.
- Interference with Navigation violations as prohibited in I.C. § 67-7025.

- Vessel Titling Act violations as prohibited in I.C. § 67-7039 through 67-7040.
- Operation of Vessels violations as prohibited in I.C. § 67-7077.
EXEMPTIONS:
Pursuant to 36 CFR § 261.50(e), the following persons are exempt from this order:
- Persons with Forest Service Permit No. FS-7700-48 (Permit for Use of Roads, Trails, or Areas Restricted by Regulation or Order), specifically exempting them from this Order.
- Any Federal, State, or local officer, or member of an organized rescue or fire fighting force in the performance of an official duty.
