Woodrock and Penrose Recreation Region

This rugged route is best traveled in high clearance four-wheel drive vehicles.  This area accesses remote wild places in the Bighorn National Forest and has many opportunities for motorized recreation. The main routes through the region are Black Mountain Forest System Road (FSR) 16 and Big Goose (Red Grade) Road FSR 26.
