Identify Issues Describe Existing Uses Select Data Needs & Techniques Inventory Conditions & Collect Data Specify Standards, Identify Areas and Develop Management Approach Evaluate Alternatives (NEPA) Implementation and Monitoring
Actions: Actions: Actions: Actions: Actions: Actions: Actions:
Identify issues, concerns, & mgmt objectives
Develop modified LAC model to frame analysis process.
Describe existing & potential recreation opportunities & desired conditions Select measurable indicators and data needed for those indicators
Identify appropriate data collection techniques.
Finalize work plan & conduct: Literature reviews Baseline observations Biophysical data collection Flow observations Expert Panels Prepare report on results Step 5: Develop proposed standards for acceptable conditions based on data collected for indicators.
Measurable standards will define the quality of experience & protect natural resource conditions. Step 6: Identify river segments where recreation uses are possible within standards Step 7: Identify realistic management actions for potential alternatives.
Actions must be feasible and meet standards.
Review alternatives and select proposed action. Conduct NEPA analysis. Implement management program for selected alternative. Monitor for effectiveness and any needed changes.

Input on issues, concerns, best way to be involved. Comments on uses, desired conditions, differences, similarities. Described most important indicators by uses and data needed for indicators. The purpose of the open houses will be to
engage the public on the results of data collection and to dialogue about the primary
activities that comprise the “path forward” towards a decision on the river.
The Public Hearing provided an opportunity for the public to comment directly to the agency. The Standards Workshop was a work session to describe acceptable standards and management actions. The refining potential alternatives workshop allowed the public to review and analyze alternatives. The notice and comment period allowed for comment on the predecisional EA. Continue public input.
